Paul is a Quantity Surveyor and testified Quantum Expert with over 28 years’ of experience working on commissions in the UK, Middle East (UAE, Saudi Arabia, Oman, Bahrain & Kuwait), Australia, Malaysia and Hong Kong.
Paul specialises in the preparation of expert witness reports, contractual claims (prolongation, disruption, etc.), and arbitral submissions, including supporting principles of entitlement, counterclaims and defence, reviews of contractual obligations and the analysis of construction programmes.
He has extensive experience on numerous high-value construction and infrastructure projects throughout these regions including major freight rail/metro, airports, on-shore and off-shore oil and gas projects, combined cycle power generation and desalination plants, marine facilities, utilities infrastructure, industrial process plants, commercial, residential and office developments, hospitals, high-rise and super high-rise towers and mixed-use developments.
Paul’s key strengths are in the following areas:
- Forensic data analysis and manipulation to summarise substantial volumes of data and produce graphical representations.
- Preparation of reports for senior level management and boards for private and semi-government Clients on major international projects.
- Able to understand Clients’ requirements and offer solutions and alternatives where necessary.
- Detailed knowledge of building MEP and large-scale infrastructure and power generation technical systems to prepare accurate narratives on the impact of delay events.
- The ability to proactively and independently research matters verify key facts.
- Analysis and preparation of loss of productivity and disruption claims.
