David Daly, Managing Director

David is a Chartered Quantity Surveyor and expert witness with extensive commercial experience in dispute avoidance, management and resolution across a range of sectors, including energy, healthcare, real estate, rail and insurance. As an accredited expert witness and NEC3 Project Manager, David began his career in 1999 as a mechanical and electrical (M&E) quantity surveyor apprentice in London. After specialising in claims and dispute resolution in the Middle East from 2007 to 2016, he returned to London and founded Novus Resolve in 2019, providing expert witness services and claims management support.
In addition to his expert witness work, David offers ongoing commercial advisory services, assisting projects from pre-contract to handover. His notable assignments include serving as contracts manager on a UK wind farm project and representing clients in multiple adjudications.Career

Experience
David has been appointed as a quantum expert witness over 80 times and has contributed to several high-profile cases, including (i) the first ever fully remote trial in the Technology and Construction Court (TCC) in May 2020 (ii) the first ever Building Liability Order granted under the Building Safety Act (2022) in December 2024 and (iii) the widely reported moth infestation case of Horbury Villa in Notting Hill in February 2025.
He has provided oral evidence in international arbitration, the English High Court (three times in the TCC and once in the Property, Probate, and Trusts List), the Central London County Court, adjudications, and mediations.
