Jeff Whitfield, Advisor and expert witness



Jeff is a Chartered Quantity Surveyor who has specialised in consulting since 1992. He is also an accomplished and experienced testifying expert witness. Having given evidence in the UK, UAE and the USA in both litigation and arbitration, Jeff has worked for some of the world’s largest consultancies. He has testified in numerous major and long running international cases. With a familial background in the North Sea oil/gas industry and shipbuilding, Jeff is known for his oil/gas and offshore construction quantum expertise.

As an expert, Jeff has considered and reported upon issues such as project and construction management performance matters. His experience includes quantum related matters such as variations, delay/disruption, concurrency and acceleration. He has worked on projects across the globe. Jeff has extensive experience in international arbitration under a variety of rules and local laws. He has also trained and acted as a mediator.

Jeff began his professional career as a trainee scheduler/programme manager in the 1970s with an international energy company. He trained as a quantity surveyor and by the age of 28, was a Chartered Quantity Surveyor and a member of the Chartered Institute of Arbitrators. Jeff subsequently studied law in London and was awarded an LLB. He went on to represent the construction industry on the UK Joint Contracts Tribunal (JCT), the body that writes standard form contracts for the UK construction industry.

Jeff has over 40 years of project and construction management and consulting experience, gained on a wide range of projects including major civil, dredging, commercial, institutional, process, industrial and energy works.

His experience encompasses programming, project and construction management, general contracting, quantum assessment and valuation, project controls, value engineering and risk analysis, and all aspects of dispute resolution.
